What is a Local Growth Plan? 

A Local Growth Plan is a 10-year plan for unlocking growth and opportunity across Hertfordshire. The Government has asked all Mayoral Strategic Authorities to develop Local Growth Plans as part of its national growth mission, helping ensure the benefits of economic growth are felt in all parts of the country.

For Hertfordshire, the Local Growth Plan will provide a shared framework for growth, setting out our ambitions, priorities and investment opportunities while identifying the barriers that need to be addressed to unlock the county’s full potential. 

Turning Ambition into Action

The Local Growth Plan will be informed by a wide range of existing strategies, evidence and partner priorities. These provide valuable insight into Hertfordshire’s strengths, challenges and opportunities, helping to shape the evidence base for the Plan and identify the actions, investments and partnerships needed to unlock growth and opportunity across Hertfordshire. 

Together they will help inform decisions on:

Hertfordshire Economic Strategy 2026-2036

Prioritises actions to grow productivity, support innovation, attract investment and create wider economic opportunities across Hertfordshire.

Hertfordshire Get Working Plan 2025-2035

Provides a coordinated programme to tackle economic inactivity, improve workforce participation, develop skills and connect residents to employment opportunities. 

Local Nature Recovery Strategy 

Identifies priority areas and actions to restore nature, increase biodiversity and strengthen environmental resilience across Hertfordshire.

Spatial Development Strategy

A 25-year framework for sustainable growth across Hertfordshire, guiding the location of future homes, jobs, infrastructure and environmental investment and supporting a more coordinated approach to development across the county

Digital Strategy 

Provides a roadmap for harnessing digital connectivity, technology and AI to drive productivity, support innovation and enable inclusive growth across Hertfordshire.

Championing Hertfordshire

Many of the opportunities and challenges facing Hertfordshire require a coordinated, countywide approach. Transport, housing, infrastructure, skills, investment and environmental sustainability are all interconnected and play a vital role in shaping the county’s future.

By working together around shared priorities, Hertfordshire can secure investment, influence decision-making and speak with a stronger voice on the issues that matter most to residents, communities and businesses. 

This includes: 

  • Promoting Hertfordshire’s strengths to Government, investors and national partners 
  • Securing investment for infrastructure, housing and sustainable growth 
  • Developing a coordinated pipeline of investment opportunities 
  • Supporting the case for greater local powers and decision-making 
  • Building partnerships across neighbouring growth areas and economic corridors
