Local Growth Plan
A shared vision for growth
A Local Growth Plan is a 10-year plan for driving growth, investment and opportunity. These plans are typically developed and owned by Mayoral Strategic Authorities and set out how devolved powers and funding will be used to support economic growth and improve outcomes for residents.
While Hertfordshire does not yet have a Mayoral Strategic Authority, partners across the county are working together to develop a shared vision for the future. This work will draw on a wide range of existing strategies, research and partner priorities from across the public, private, voluntary and education sectors.
By bringing this information together, we can build a clear picture of Hertfordshire’s strengths, challenges and opportunities, helping to identify the actions, investment and partnerships needed to support long-term prosperity. Together, these insights will help shape priorities for:
- Economic growth and investment
- Skills and employment
- Housing and placemaking
- Transport and connectivity
- Innovation and productivity
- Health and wellbeing
- Environment and sustainability

By working together around shared priorities, Hertfordshire can secure investment, influence decision-making and speak with a stronger voice on the issues that matter most to residents, communities and businesses.
This includes:
- Promoting Hertfordshire’s strengths to Government, investors and national partners
- Securing investment for infrastructure, housing and sustainable growth
- Developing a coordinated pipeline of investment opportunities
- Supporting the case for greater local powers and decision-making
- Building partnerships across neighbouring growth areas and economic corridors
